[BUG] Command "runagent -c" not raises the Configuration Window

As small bug in the last releases: When launching KiTTY with this command: kitty_portable.exe -runagent -c kitty_portable.exe. The first time (when the Pageant is launched) the KiTTY Configuration Window will be under other windows opened. After the Pageant is running, the KiTTY Configuration will be on top. You can check it. Only need to have other windows (for example a browser) open, and you will see the frustration that the KiTTY Configuration window will not appears on top.

On my side, KiTTY window appear on top every other windows, in both case

• at first Pageant start
• at all next starts

I've check it in both save mode

• classic mode
• portable mode

Ahhh!! You run it from the command line. I tested it, and it works in this case. What doesn't work is from a Shortcut Icon. So please, create one and copy the command kitty_portable.exe -runagent -c kitty_portable.exe in it. Remember to set the startup folder!

I hope you can reproduce it. And sorry for not testing it from the command line first.
