change color of cursor according to current input language

Hi! This feature I have in win32-emacs: cursor is red-colored when keyboard layout is "russian" and have blue-color when "english". In emacs on a remote host cursor in kitty always green and painted by kitty itself. Kitty knows about current keyboard layout and can change color of cursor accordingly to it.
