feat: ingest GitHub pull-request and issue pages from URL

This features would mean using the github API Would you need it?

This would be quite helpful to provide context about possible changes to the code base: preferred vs. undesirable approaches, known issues (some of which may be deliberate design choices), nuance regarding otherwise "obvious" fixes, etc.
