[skia] blurry scaling of png files

Scaling png files loaded as images gives quite blurry results. This is not the case with the current master branch. Compare the following two screenshots:

You can use this one: log.zip

Scaling it down to 0.1 or 0.05 results in a very poor quality image on the skia_2024 branch.

On the current master it looks sharp no matter how much you scale it down by.
