Expose a C API

Implements a C API wrapping the library's extant C++ interface.

I'd like to integrate this library into other languages via their C FFIs.

@chances I know it's late. Been two years now, but what's the update on this effort? It seems like a good idea to me.

@djowel IIRC, things don't really compile as-is. I hit a wall trying to debug it and gave up/got distracted with other projects.
