Changelog & wiki scripts for Travis CI

  1. set up changelog generator (probably this)
  2. set up jobs on travis ci for building and adding changelog to release
  3. set up jobs for wiki.cybercongress docs autoupdate

Links to both Changelog and Roadmap are 404 in current README.md. It is better to remove them until this issue is resolved.
