Migrate conjur-policy-parser locally

This gem is rarely altered and is extremely difficult to test with Conjur. It would be beneficial to migrate this gem locally into the Conjur codebase under the lib folder. This would allow us to speed up the developer experience when it comes to making changes to the parser.

Be aware that the policy parser is also use in LDAP sync: https://github.com/conjurinc/ldap-sync/blob/master/Gemfile#L24, so it's not only used in Conjur OSS.

Now that ldap-sync is archived, should we revisit this? @jvanderhoof aren't you working on a refactor related to policy parsing?
