Executing docker run on Conjur image produces useful error

Currently if you try to docker run the Conjur image it will display the conjurctl help page, which isn't very helpful. We should figure out the actual reason Conjur won't run by itself (missing env var? missing conjurctl param?) and display an error message about it.
