turkic setup --database works only when issued from the vatic folder. Else From any other location, we receive No handlers could be found for logger "turkic.geolocation" Error: Unknown action setup

I came here to ask the same question. When I do turkic commands in the vatic directory, things work fine. In any other directory, I get the geolocation error.

I've been tolerating this for a year or so, but I'd love to solve this.

I tried appending /path/to/vatic to my PATH and PYTHONPATH, but this didn't help.
