set Frame Seek Auto to On by default

My users would like Frame Seek to be set to Auto (not manual) by default, or at the very least to not have to manually toggle it back from "manual" every time the video annotation view (Entity Browser?) is loaded.

The easiest approach would probably set a browser cookie that remembers and applies the previous Frame Seek setting, but making it a per-user setting or a settable default value variable per-project/organization/mediatype or even as a helm setting would be fine too.
