Remove Oauth2-based Cognito and Okta integrations

Oauth2 is more focused on authorization than on authentication, but the integrations were for authentication. an Identity Provider-agnostic SAML2 integration has been added to handle single sign-on. Remove the code and configuration related to Cognito and Okta.
