Localization gallery URLs should also save the card label state

URLs in the localization gallery currently do not save the selected labels for the cards. This state should be added to the URL since the localization gallery URL attempts to reflect the current user state to assist with collaboration.

Work in this PR #840 allows for the attributes to be saved in localStorage, so they are sticky to the user's browser. And we are planning to also make a project setting for collaborations -- @marktaipan-cvisionai does this make the URL params OBE?
