Cache the selected save dialog type

Problem Currently users don't have the ability to set the default type for the save dialogs (e.g. drawing polygons).

Request Save the selected entity type in the save dialog (one for states, another for localizations) to local cache. The save dialog should then pull from cache (if present). Could also potentially set a project specific variable to set the "default" localization and state as an alternative or addition.
