Allow dashboard portal modifications

Problem Dashboard portal does not allow custom ordering and custom icons for each registered dashboard.

Request

• Allow ordering of the dashboard portal, at least sorted by name. Possibly could overload the applet categories field.
• Utilize a new standard function like getIcon() to retrieve a custom icon if it exists. Otherwise use the standard icon.
