Loading a annotation URL with selected FrameState instead loads ROIs

I expect https://my.tator-host.com/1/annotation/363?frame=11&version=20&playQuality=720&selected_entity=20921&selected_type=state_1 to bring up the specified State interface but instead the Localization / ROI interface gets displayed.

The State panel DOES load in first, for a split second, but is then displaced and Localization (ROIs in our project) gets displayed instead.

EXPECTED (this is a freeze-frame)

ACTUAL (a half second later, note Localization interface)
