Expose bucket argument to `_upload_file` to allow directing uploads to a particular bucket

A project has a bucket, a media has a bucket. When uploading a file it'd be great to upload to a specific bucket, basically allowing a project to have "multiple buckets" rather than a single project-level bucket.
