Add launch workflow on nested folders option

Problem Currently workflows can only be launched on a particular section. In 1.3 and nested folders, it'll be cumbersome to launch workflows on a tree of sections - I believe it's only possible in the UI via saved searches.

Request It would be helpful to be able to launch a workflow on a parent section and its descendants in the UI. Perhaps the corresponding launch algorithm modal can have an options to select "nested folders".

Ideally, there should be another pre-requisuite issue including a backend update to the /rest/Jobs/ endpoint so that one can pass in a query.
