Allow applets to modify and update the media panel

Problem There currently is no mechanism to update the media-panel data / force a refresh like the entity-browser. Only localization and state types can be "refreshed' in the UI.

Request Add pathway to refresh the media panel UI for the applet frameworks (at least annotator-menu applets and canvas-applets)
