tator-py doesn't resume interrupted download of large files correctly.

Need to reproduce more reliably, but likely just need a retry on connection closed events based on the log from wget from the same file.

Log from wget:

2023-11-30 17:05:16 (7.32 MB/s) - Connection closed at byte 1083899904. Retrying.

Tator-py stopped at this byte and reported successful download. File was 50% the length it should have been.
