Allow editing of frame panel states in annotation-image

Problem Within annotation-image, users can't edit states that are associated with a type that has the following properties: {association: frame, interpolation: latest}. The frame attribute is not passed along.

Request Bug likely is fixed simply by passing along a frame of 0 when patching using the undo buffer.
