Enable per-media-type filtering of annotator applets

Problem Currently annotator applets are applied to across the different dtypes (image, video, and multis). There is no method to make an applet that will only show up for a particular media type.

Request Similar to localization and state types, add an association with a specific media type in the backend and adhere to it in the front end annotation-page.js.
