Add ability to export frame from video to a new image in tator

When looking at a video frame, allow for exporting it copying over any localizations, to a new image uploaded in Tator.

The export location would be nice to be able to select project/section -- perhaps we can make use of future section attributes to make finding the "export friendly locations to" easier so its not too noisy.
