Filter UI does not correctly aggregate options

Problem The filter UI does not always show the entire set of available options if there are multiple localization types registered. This inhibits the user from creating certain filters.

Request

• Identify what options are missed (is it just built-in types?)
• Identify if this is a problem in one page (localization gallery vs project detail vs annotator)
• All options should be available in the fields dropdown
