Problem

1. Pointer does switch to grab/grabbing when hovering over a dot localization
2. Keyboard lists P as the point localization, but P currently invokes the polygon tool.

Request

1. Use grab/grabbing cursor pointer when moving the dot localization
2. Change the keyboard shortcut list to "Dot" localization with a "D" shortcut. Make the change in the keyboard listener too.
