Workflow ability to generate projects from templated configs

Many projects are completely custom, while others would benefit from a generic template with the same config as a starting point.

Full project creation and replication on the front-end is not feasible (multiple types, attributes etc.). It should be an all or nothing task. Having a way to trigger project creation from the front end that can pick up on a template would help.

Perhaps the config could be uploaded to an organization for reuse. Additionally, some basic templates would be pre-populated and available to all organizations.
