Allow cut and paste of states in the annotator

Problem Can only patch a state's frame field via REST interface. This action cannot be performed by a user in the annotator.

Request Allow cut/paste with states. User selects a cut option in the entity browser, then navigates to the appropriate frame, and then can paste it back in. If it's never pasted back in, then it is left unchanged.
