Add drawable option to states

Problem Frame-associated and media-associated states can be created in the annotator via the right click menu. However, it is not always preferable that users can create these states through this interface. It is not currently possible to hide this create option but keep the state visible in the entity browser.

Request Add a similar option as Localizations as drawable to States. This would prevent the "Create new " option from being attached to the right click menu.
