Track drawing does not allow option to pick/set the localization

Problem When using the draw track tool in the annotator, the user cannot select which localization type to use and how to set the fields of the localization. This is problematic when there are multiple localizations registered.

Request Update the save-dialog element to allow the user to select the localization type and set localization attributes when using the draw track tool. This would be in addition to the state/track attributes that is editable now.
