Elements on Layer do not Maintain Consistent Ordering

As you continue to add items to a layer their ordering can change in the 'elements on layer' list, this causes issues when you are trying to display certain items on top of each other. Is there an easy remedy to this or what's the source of the problem?

A workaround to this that I've been using is to just have multiple layers but it would be nice to know what causes the ordering to change when a layer has many elements
