Support customization of parameter types

When creating parameters, TeamCity allows to edit a full specification, including the possibility of creating "sensitive" parameters.

This issue is to give support for:

• [ ] Password type
• [ ] Display Type (hidden, prompt, normal)
• [ ] Parameter Description
• [ ] Checkboxes
• [ ] Select Lists and it's items
• [ ] Read-Only
