Newly created entities not migrating/populating.

Newly created entities in the 'source' instance are not being created in the 'sink' instance. All updates, commands, etc. for existing entities are working just fine, I just can't add new ones. Is this user error? I thought this happened automatically in the past. I have 'newly added entities' and 'polling for updates' enabled on both integrations' configs. I have restarted and rebooted both instances of HA and reloaded both Remote_HA integrations.
