Add a repeat limit for hold action

This is useful for several reasons and also addresses this FR https://github.com/custom-cards/button-card/issues/555

There are other ways to address this but I figured this was the simplest given existing code

This will also require a PR to custom-card-helpers in order to add repeat_limit to BaseActionConfig
