Bump Cursorless api version

This issue tracks changes we'd like to make to our API that on their own aren't important enough to warrant a full migration, but we'd like to throw them in with the next migration that we do

• [ ] Remove https://github.com/cursorless-dev/cursorless/blob/ae605774e22172563a564fc03256ee462390a60f/packages/common/src/types/command/PartialTargetDescriptor.types.ts#L227 (deprecated in #2457)
• [ ] Make generate snippet directory argument mandatory. https://github.com/cursorless-dev/cursorless/blob/57acd6c0fcc32e5df122ce09bb26bde5f09495ca/packages/common/src/types/command/ActionDescriptor.ts#L138
