Add user deps.edn to the project view

It seems like it would be useful to be able to edit this in IntelliJ.

Was just about to add this ;). Mine is setup more or less to my liking so i don't have to change it much, but would be nice to have it in the project view and/or a menu/button/etc to open it for editing
