precomposed inverted breve letters do not have their marks

The glyphs for the 8 precomposed inverted breve code points below contain the base character, but do not the inverted breve mark.

Hey Ben, thanks for all these notes. This one especially seems to affect FontForge. Do you mind if I mention these issues in FontForge issues?

Don't worry, I won't block on FontForge fixing them, I will just switch this to a fontmake build, I'm just asking because they should probably know that their Build Accented Glyph mechanism is so broken.
