Some mod/board things assume case sensitivity.

Had a user two users with the same username, one with a capital letter, this broke the cookies and disemboweled another user access to the mod tools.

What was broken? Was it just the collation? Should that be added to install.sql?

I'm hoping so. If it comes up again then it's not the collation.
