Add tzdata package to get /usr/share/zoneinfo

I'm still not sure why this impacted some users and not others, but it looks like evostreamms cares about having /usr/share/zoneinfo timezone files. Just having the package tzdata brings those in and fixes them. You might want to add this to your Dockerfile.
