in #565, I managed to get GitHub Actions testing on a wide variety of python (3.8-3.13) on macos, windows, and linux. It's also building wheels using `uv` for many platforms.

FYI i looked into nmslib and I'm trying to help get new wheels for modern Python onto PyPI. Ideally, this could reduce the burden of there being two different flavors...
