Adaption of wight for multiple CTFs of the same event

Currently the trend is shifting from a single CTF event to qualification/final event style. In general this is nice, as in the end there are more CTFs happening, however the rating as 2 different events is bogus.

As the second event is often restricted to a smaller amount of teams, a completely own rating is not suitable, as by qualifying for the final event implies the possibility of gaining a maximum of 400 Points for a single CTF. This seems pretty unfair towards single event CTFs as there the maximum is 200 points.

A mitigation for this problem could be a formula like scoring_for_event=max(points_qual_event, points_final_event). This would even out the point gain for single event and multiple event CTFs.

Alternatively, a qualification CTF + a final CTF can at max get a score of 200 points.
