Accidental duplicate uploads when dragging inside Foundry

I feel like I am constantly accidentally triggering Drag Upload when dragging things inside Foundry. For example, if you drag an actor to a scene by dragging it's image instead of dragging it's name Drag Upload will duplicate the actor's image and reupload it. Or if you drag a macro on your hotbar and drop it on the scene by accident it will also re-upload the image.

I suspect these events look the same as normal drag uploads; just an image being dropped on the canvas. Perhaps it'd be easier to add a configurable modifier that should be held down while dragging to trigger an upload? Alternatively a confirmation of "did you mean to upload this?"
