Xoutput does not start automatically with windows

I want to use xoutput for a homemade arcade machine for the frontend I use turbo sheller which is an application that removes the windows explorer and starts the front end directly the problem is that xoutput doesn't start if you don't start windows explorer I already tried adding it to the windows registry and other 'solutions' but nothing works.
