Start button is inactive

I downloaded the newest version of the application (3.32), I clicked add control, I clicked edit (in the Game Controllers part), I clicked Configure All, I did what should be done, I clicked Save Configuration, but the button that starts the emulation is inactive (which is in the Game Controllers part). Why is this happening to me?
