Same issue with Angular 7 and `@angular-devkit/build-angular` v0.13.9. Updating angular-devkit is not an option for us unfortunately.

The published npm package is missing the type declarations. Here's a link to the TypeScript documentation on how to include the type declarations in the published package https://www.typescriptlang.org/docs/handbook/declaration-files/publishing.html.
