Add how to section in the readme

Need a section in the readme on how to get this project up and running. Do I just fork and hit F5? Or do I use the docker-compose files?

I'm going to do some rethinking around the build.cmd file and making it a bit simpler to get this up and running locally.

Looks like I'd need to create and OAuth App in Twitch to get this strung together with my channel. I see some empty appsettings to that effect. https://dev.twitch.tv/docs/irc/
