[JPT Human Resources]pawn doesn't learn or write with RT

Describe the bug

in human resources,pawns can do a bill call "learn"and"writing books" in the study desk. but when i use RT, pawn can't learn or write by themselve, if i force them to do, they will do the bill a short time, they will do other thing soon, and don't continue the learn or write bill by themselve

Steps to reproduce the behavior (VERY IMPORTANT)

1. active RT,human resources and researchpal
2. open a new colony
3. build a Study Desk and ask you pawn learn or write
4. step 4 pawn just walk, doesn't write or learn
