Could not suppress Slave

Describe the bug
!!! bug description here !!! the relate option disappear in the rmb menu and colonist won't suppress slaves
Steps to reproduce the behavior (VERY IMPORTANT)
- have a slave
- and nobody notise him

#611 is the same issue, not sure if the right click option disappearing was known before.
confirmed in 2.5.16 Wardens will not attempt to suppress slaves and it cant be manually done either
This means slave's suppression will just keep falling with no way to suppress them
