Update to 2.2.3 - Incompatible API version (5.1)

Trying to update to v2.2.3 is met with the following error:

Unable to publish extension due to:

  • Incompatible API version (5.1)

AzDO version - Azure DevOps Server 2019 Update 1

@zllzh Release To Manufacturing - Typically a term used to indicate the final/gold release rather than a beta or release candidate.
