Incorporating structure:TextFormat

Consider how to deal with or incorporate the optional <TextFormat textType="Double"/> or whatever in structure:KeyFamily structure:Components. Probably should use datatype on the range of the component property?

With the exception of TODO: Timespan, Count, InclusiveValueRange, ExclusiveValueRange, Incremental, ObservationalTimePeriod.
