WIP Add markdown linter workflow

This ensures that markdown rules are not violated. Later, if some specific rules annoyed you, you can disable it using the .markdownlint.json file at repository root.

This is still Work In Progress, and NOT ready to merge yet

I'd like to know if you like it before I continue working on it.
