Character encoding problem when importing

Do Export -> Export to file then Export -> Import from file:

The exported file is fine, which is in UTF-8. But after importing it, csTimer will show the comments in a wrong text encoding.

For example, the Chinese characters 测试 will turn into æµ[PLD]è¯[MW]. Seems like it's using ISO 8859-1 encoding to decode the file when importing.
